Big Boost for Delhi’s Economy: Markets to Stay Open 24×7, Green Light Given for Night Shifts Including Women

New Delhi: In a landmark move aimed at transforming Delhi’s economic landscape, the national capital will now see its shops and commercial establishments operating round the clock. Lieutenant Governor Vinai Kumar Saxena has given his nod to the Delhi government’s proposal, led by Chief Minister Rekha Gupta, to allow 24×7 operation of all businesses under the Delhi Shops and Establishments Act, 1954 — specifically sections 14, 15, and 16.

This reform is being hailed as a major step under the Centre’s “Ease of Doing Business” initiative. Crucially, it also paves the way for women to work during night shifts, a move that marks a significant shift in the capital’s employment policy.

Strict Guidelines to Ensure Women’s Safety

While granting approval, the LG emphasized the necessity of stringent safeguards to ensure the safety and dignity of women in the workforce. Prior written consent from female employees will be mandatory for night shifts. Employers will also be required to install CCTV cameras, establish Internal Complaint Committees, and fully comply with the Sexual Harassment of Women at Workplace Act, 2013.

Public Awareness and Security Measures to Follow

The LG has appreciated the Delhi government’s efforts, urging wide publicity of the new policy to ensure that both employers and citizens are well-informed. He has also directed that public transportation facilities be strengthened during night hours to support workers commuting late. The Labour Department has been advised to initiate active dialogue with business owners and traders to raise awareness and ensure smooth implementation.

New Opportunities for Women and Business Growth

The decision holds significant potential for Delhi’s economic growth. Allowing shops and restaurants to remain open 24 hours will not only boost commercial activity but also create new employment opportunities, especially for women.
