Delhi Residents to Benefit from CRS Portal Only After MCD Completes Integration Work

New Delhi: The Civil Registration System (CRS) portal — launched nationwide for issuing birth and death certificates — has yet to be integrated with the National Capital Territory (NCT) of Delhi. The delay is primarily due to the mismatch between the jurisdictional boundaries of the Municipal Corporation of Delhi (MCD) zones and those of the district administrations that issue these certificates.

As a result, while over 18 states across India have already joined the CRS system, Delhi residents are still unable to access its benefits. However, the Delhi government has initiated the process of aligning the boundaries between MCD zones and district administrations. Once this alignment is completed, Delhi residents will be able to avail themselves of the services through the national CRS portal.

An MCD senior official stated that the corporation’s existing birth and death registration system is already quite efficient. Currently, certificates are being issued within seven days on average — a significant improvement from the earlier standard of 21 days. The official added that although the central government launched the unified CRS portal in 2024, integration in Delhi has been delayed because of the different jurisdictional structures between the MCD and the district administration.

In most other states, birth and death certificates are issued directly by district administrations, whereas in Delhi, these responsibilities lie with MCD zonal officers. The CRS portal, designed primarily for district-level administrative systems, therefore faces technical and administrative hurdles in Delhi’s unique multi-agency framework.

The official further noted that the MCD has received directives from the central government to integrate with the CRS system and that work is in progress. The Delhi government has also announced that MCD zones and district boundaries will soon be unified, which will resolve the issue and enable seamless coordination.

It is worth noting that three authorities currently issue birth and death certificates in the capital — the MCD (which handles the majority of registrations), the New Delhi Municipal Council (NDMC), and the Delhi Cantonment Board.

According to official records, in 2024, hospitals in Delhi registered 102,737 institutional births and 11,995 non-institutional births. During the same period, 139,480 deaths were registered, including 90,883 institutional and 48,597 non-institutional registrations.
