Green Crackers: Supreme Court Issues Strict Rules for Diwali Fireworks — Violators to Face Tough Action

National Desk: This year, the festival of Diwali in Delhi-NCR will be celebrated with green crackers only. The Supreme Court has granted permission for the sale and use of green crackers on a trial basis, but with very strict regulations and guidelines. Any violation of these rules will invite strict action from the authorities.

Only QR Code–Approved Green Crackers Allowed

According to a news agency, Delhi Police and other government agencies will ensure that only QR code–verified green crackers, approved by NEERI (National Environmental Engineering Research Institute) and PESO (Petroleum and Explosives Safety Organization), are used.
Environment Minister Manjinder Singh Sirsa clarified that crackers without a QR code will be confiscated, and their sellers’ licenses will be suspended.

Sale and Timing Regulations

Licensing RulesOnly around 140 PESO-certified retailers with renewed or temporary valid licenses can sell crackers in Delhi.

These Crackers Will Remain Banned

  • Traditional high-emission crackers
  • Crackers containing barium
  • Series-type or “Ladi” crackers
  • Crackers purchased from outside Delhi-NCR
  • Crackers bought via online platforms like Amazon or Flipkart
  • Street vendors selling crackers without valid licenses

Use of crackers outside the permitted time is strictly prohibited.
Shops selling non-certified crackers will have their licenses immediately revoked.

Strict Enforcement and Penalties

To ensure compliance with the Supreme Court’s directives, joint teams of police and pollution control officials will be deployed across Delhi, Haryana, Uttar Pradesh, and Rajasthan.

  • Delhi Police will conduct foot patrols.
  • PESO has been instructed to conduct surprise inspections and sample testing at sales points.
  • Illegal stock will be seized, and heavy fines will be imposed on violators.
  • After Diwali, retailers will be given only two days to return or safely dispose of unsold stock.

The Supreme Court has emphasized that this Diwali, only eco-friendly green crackers with verified QR codes will be allowed in Delhi-NCR. Authorities are on high alert to prevent pollution and ensure strict adherence to the prescribed rules and timings. Non-compliance could lead to seizure, fines, and suspension of licenses.
